Well, it is forbidden to travel on your own, only with a guide and a driver. You have to join a tour through a Chinese travel agency, who will helo you to apply for a travel permit to get into Lhasha and other places in this area. Also the travel agency would send you an invitation letter for the sake of your visa application. They may charge differently, so you'd better consult in advance.

Try to get in touch with Karnali Excursions based in Khatmandu.  President of the agency is Hiraji Dhamala.  I went to Mt. Kailash and Mansarovar with him in 2006.  He might be a good contact.
