Visa Rush Service Available or Not?

Above (#4 in Notices of Application) it says express service is available ($20 extra) or rush/same day service is available ($30 more). But your answer to May 2 question above says express service is no longer available. This page is contradicting itself. If I bring my passport to the LA Consulate myself in the morning, can I get a rush service and pick up my passport later the same day?

Hi, this is what I found from the website of Chinese consulate in LA: "From Oct. 3rd , 2013, no express service will be provided unless emergency. Express service needs approval of consular officials, and extra fees may apply." So, maybe this webpage has not been updated with such information.
