As a US citizen, do I need to submit airline and hotel reservations in order to obtain a tourist visa?

Yes, round-trip ticket and hotel booking are required for tourist L application. But you can also provide an invitation letter from a Chinese travel agency instead if you travel with the tour and itinerary arranged by the agency.
