I wonder whether you are referring to Urumqi city? If so, you can ask him to fly from Urumqi to Hangzhou first. Upon getting to Hangzhou airport, there are direct buses to TZ and they are scheduled at 10:20, 11:30, 13:30, 15:00, 17:00 and 18:30. The flight may take around 4h and the intercity bus takes around 3h.
