Chinese Visa Application form for 17y/o as a tourist

Can a 17 y/o apply for her own chinese tourist (L type) ? or is it still her mother responsible and signing the form and declaration?

Hi, she can apply for tourist L without problem, but a copy of birth certificate and a photocopy of parents’ passports are required. If the parent does not have a passport, then a parental letter of authorization is necessary.
