New passport change residence permit

Hi is it possible to get a new residence permit issued in another country?
I have a valid residence permit in my passport but the problem is the number of pages left, I only have 2.
I wish to go to Thailand during the summer break where I live and have a new passport issued there.
Can I get a new residence permit in the new passport?
