Why foreigner student cant enjoy discount ?and they are paying much more tution fees than chinese students

actually, not all Chinese students enjoy the discount. According to the ticket policy, only college and university students whose homes are in different cities from their schools enjoy the discount. they can only buy four students ticket each year.0
