Chinese embassy contact number

Hi,

Could anyone send me the phone number of the Chinese embassy and their email address? I tried to call this number: 436991, but no answer. I also tried to email them, but the email bounced back from ambchinept.lu.

I'm not a Luxembourg citizen, but I'm EU citizen, working in Luxembourg. Do I need any extra paper in order to apply for a tourist visa?
