Qin Shi Huang believed that the people that had died in his conquest to create China from surrounding states of his own country, would hunt him down and torture him in the afterlife. He built the terracotta army to protect him in his burial tomb from souls trying to get their revenge on him. This explains the soldiers positioning in the three main pits around his burial site.
