Why did the Empress back up the Boxer Rebellion

During that time, the foreign powers started to interferer in the regime or rule of Qing, but the Empress Cixi didn't ave strong military power to defence against them. Meantime, the Boxer power had developed well, so she backed up and took advantage of them to fight against the foreign powers.
