Can tickets for the tv tower be purchased in advance, and also can reservations for dinner be made in advance? If so how can this be done?I will be visiting SH in late October 2014 and would not want tickets to be sold out if I waited until I got there.

For the dinner, you can book in advance. You can call 021-58797138 or 58791888 for booking a seat near the window. The entrance ticket for the tower do not needs to be booked in advance and you can buy at spot. The ticket will not be sold out, so please take it easy.
