how can i go to Victoria Peak if i'm from Ngong Ping? how much is the fare?

From Ngong Ping, you need to take cable car or public bus line 23 to reach Tung Chung Station, where you can find the Tung Chung Line. So you can take this line to reach HK Station. Get out of the station from Exit 5 and then walk to the Central(Near Star Ferry Pier 8) where you can take the bus line 15C to reach Peak Tram Lower Terminus.
The mtr trains costs around 23HKD and the bus fare is around 4.2HKD.
Upon reaching the Lower Terminus, you still need to take the peak tram to reach the top of the peak.0
