Crowds & Transport - "Special Working Day"?

We will have a 11 hour layover in Beijing on 10 October which seems to be a "special working day". What exactly is this? Will we have trouble getting around? We were going to get a taxi to Mutianyu, then either keep the taxi to go to Beijing for duck or take public transport back. Our flight gets in around 1:30pm so getting there early is not an option.

It actually is a workday on Oct. 10 after the national holiday. People start to get back to their holiday, so it won't be that crowded. To get around is generally easy. Don't worry!

Besides hiring a taxi for the trips, you are advised to rent a car, which is more economical than cab.

Thank you for your reply Julie. Do you know where and how much it is to hire a car? Do you mean I drive the car? I think of a hire car as Hertz or Avis, I drive it. What I call a taxi is a car driven by its owner. Can you hire a car/taxi by the hour? I don't get how it works.
