possible Master's degree student wanting husband to come with

Hello, my question is directed toward timelines for visa application for spouse.

My now Fiance who would be my husband by the time I plan to go to school or work in China, will need to get an S, but my question is regarding when to apply. Will I need to go to China ahead of him and then he will apply once I'm there? Or, will he be able to apply for the S while I'm still here in the USA and we can then go to China together?
