Can i bring back 10 pcs of power banks bought in china? and what "computer storage medium" means anyway?

You mean take out of China?
If so, you can take it out of China.
The computer storage medium means the medium where the computer data stores. For instance, the USB flash disk, mobile HDD and so on. But you do not store information related to China national secrets in those medium, you can take them out of China.
