do i need to have my sister NSO birth cert authenticated As well who's already resding in china?

I have my own NSO birth cert authentcated but not sure if i still have my sisters birth cert authentcated as well and our parents for proof of kinship...

Yes, you must take it to the DFA in Pasay city to get it authenticated.
