Phils. on Nov 2014. Where do I need to get the visa? Here in Kuwait or in the Philippines? If so, how many months before should I submit the application form? And do I need to purchase the ticket before proceeding on the application? Would appreciate your response on this matter. Thank you!

You can apply in Kuwait if you are working there now. The best time for application is one month before travel. Ticket and hotel bookings are required when you submit application, so you need to prepare it in advance.
