Generally speaking, you can take the Pinghai Road Line to local Railway Station or use Wulinmen Line to the temrinal and then take a taxi to the your final destination.

I haven't gotten place to stay. Which area (street name) has strategic location within walking distance to West Lake attractions and bus station? Where usually backpacker stay? Could you recommend me the specific area and then I will search for the hotel.

From HZ Airport going to downtown is it usually have to get to Railway Station and then from there to take taxi / city bus to specific area?

According to my experience, it is suggested to live along the Southern Song Dyasty Street (Nan Song Yu Jie in Chinese Pinyin). The street is about 1.5km to the east bank West Lake. Also this street is not very far from the local railway station, around 1km.

Usually, people will take the shuttle bus to railway station or Wulinmen and change taxi to a specific area. If you live near the street I mentioned, I think you can just walk to reach easily.
