Is there somewhere we can leave luggage at the mausoleum of Qin Shihuang while taking the tour?

Yes, there is free luggage-left office at the opposite of the ticketing office of the Terracotta Warriors Museum. You can store your lugagge there to take the round-trip tour to the mausoleum!
