Apply for china visa from a country other than my citizenship country

I am Iran citizen, currently traveling in Netherlands (I am in Netherlands with Schengen visa and I do not have any other country citizenship or PR). I am student in US and need to go to china to present my paper in a conference. As the conference is end of April 2014. I appreciate if you inform me whether it is possible or not and how long the processing may take.

No, you have to apply for an F type from embassy/consulate in the United States. The regular processing takes 4 working days.
