Most Emperors were very cruel to those who were "beneath them" and would not allow the poor to be seen or heard by them or their company. Many were also too caught up in the power and greed of being Emperors to notice the even the largest flaws of kingdom.Poverty was most likely that flaw but to help was to lose money and to lose money was to lose your place as Emperor and to let the next in line, take the throne.(sorry for all the words.. no way to shorten them)
