Hi, you only need to apply for a Shenzhen VOA at Luohu port (if you were issued a Chinese visa before by Chinese embassy). Otherwise, you have to apply for it in advance in the Philippines. The hotel bookings in HK is ok to prove that you will return to HK from Shenzhen within one day.
