If i live in Oklahoma but will be traveling to san francisco soon, could I apply for my visa at the consulate there even if that is not the one that has jurisdiction over my home state?

No, you have to apply from the Consulate General of PRC in Houston. You can entrust someone else to handle your application if you can not visit the consulate in person.
