For the free transit visa, what do you mean by this?
As I know, if you stay in the airport within 24 hours, the visa is not needed. Within 24 hours, you need to apply for a stay-permit if you want to get out of the airport.
If you stay there longer than that, the visa is needed and needs to be applied in advance.
