Will it open?

Will VOA in Shenzhen Lowu be available on Mar 27, 2014?
I will arrive Hong Kong that day and plan to visit ShenZhen.

Last year someone said there's no VOA there anymore, counter sometimes closed unexpectedly.
I'm not sure if that was about holiday in China.

By the way, I'm from Thailand .. Thanks and appreciate your help
