But this tracking number is giving information for 2013 and the destination is Belarus not Zambia. Is this an active tracking number or not?

There is a distinct probability that you have been victim of a scam. Contact your paying institution (Credit Card company, Bank, PayPal). Try to have them help you to get a refund. Such institutions can take a stronger action then a normal buyer could.Try to contact the seller as well with the same information that you updated here.Good Luck ! !
