Can anybody please tell me where my package is? RC353782214CN

This was sent out on February 28th 2014 and its been saying "Departure from outward office exchange" for 10 days. Location number is "51003100"

According to the status, I guess your parcel might be still in PRC. You should call the shipper and ask what happened.
