Entry for an Iraqi Citizen

I am from New Zealand and am hoping to meet my partner in Macau. He is from Iraq, can he get the visa on arrival and if so does he need to have any documents with him to get this?
Also are we able to visit Hong Kong and what do we need to do if we want to go over for a day maybe two?

Hi, Iraqi passport holders can get it on arrival, so just prepare return ticket and hotel reservation for entry. However, he has to apply for a HK visa in advance through HK immigration department if possible, and the processing may take about one month if he apply in advance through Chinese embassy in Iraq.
