86-11185 is the only international hotline of China Post and its email address is feedback@chinapost.com.cn

The number you should is probably, '1'. 008611185. You have to use the international code as well. I think that it would be wiser to have someone who speaks Chinese talk to the people at the number, otherwise you may not get anywhere much. I already tried this and all you get is a woman talking non-stop in Chinese.
