What is the best and cheapest way to reach from HKIA to Hotel Ibis Central? We are two persons with luggage?

You must refer to Ibis Central & Sheung Wan Hotel. Well then, you are advised to take airport bus no. E11 to Macau Ferry, Connaught Road Central first. Then walk to Western Market, Connaught Road West to take bus no. 1 to Queen Street, Des Voeux Road West, which is within a few minutes' walking distance to your hotel then.
