Is it polite to talk at the table?

A Chinese student has told me that it is normal for there to be no conversation around the table and that it is considered polite for people to look at the phones, reading or watching movies, while they are eating. He implied that conversing at the table is impolite. Is this true?

Chris, I don't think it's polite to bow your head and just eat your food when you dine with people at table. In fact, it's very impolite to look at your phones when you eat with some people at the table. You should have conversations instead of playing your phones. What if someone talks to you when you play your phone? It's rude and impolite that you focus on your phone when someone talks to you. At least, you should look at him/her when he/she talks. My friends and I have a deal. When we dine together, we always put our phones together. The first one who picks up his/her phone pays the bill.
