It would appear that you have been scammed. Most parcels originating from China will be marked as a "gift" since this customs entry bypasses many country's taxes. It will almost certainly have a monetary value far less than what you paid on the customs declaration. Sellers in China do this to evade high fees imposed by their country.
Your package was sent registered mail (the 1st character in your tracking # is "R") so that the seller can prove he/she sent the parcel and it was delivered. This generally satisfies the marketplace website that the seller made good on delivering the item(s). Scam sellers are out there, and usually they advertise high value items at a far below market price, to entice buyers to believe they can buy expensive items for a fraction of the real cost. The seller than sends you a trinket instead of the item you believed you were purchasing.
If you purchased through a marketplace website that uses an escrow system, then report the seller and open a claim. If you purchased using PayPal then start a claim for "item not as described" before your buyer protection period ends. If you used a credit card you can do a charge-back by explaining to your credit card company, and dispute the charges.
