China visa application for Argentinian living in Australia on visa

Hi
I have an ArgentinIan friend living in Tasmania for 12 months on a 452 visa who would like to travel to mainland China for 2 weeks.
Where should she apply for it?
What will it cost?
How long will it take?

Hi, she needs to apply from CVASC in Melbourne. The center also accept post application if she can not visit in person. Fee is AUD 98.5 for a single entry under regular processing (work-in application). It is AUD 115 for post application.
