Can I still apply for new study visa ?

I had family situation so I need go back early and my student X was expired when I'm in my country. I tried to apply tourist L to comeback China but the Chinese consulate in my city was refused my passport because I had too much extended X in Beijing , I was studied in Beijing for 5 years and this year is my last year.
Now my school are making again the form for me to apply my student X. Can I still apply new one in my country without any problem about had too much previous ones? In any chance I need to make interview with Chinese consulate's officer ? Thanks !
