Can I submit their VISA's applications for them without my relatives coming to Kuala Lumpur?

My family and relatives who are staying in Taiping (Malaysia), will be visiting PRC in March 2014.

Yes, you can submit their applications on behalf of them. Also you can collect their visas if their applications are passed.
