Korean alien card needed?

My son (who is 18) and I are American citizens living in S. Korea for three months. We would like to travel to China on a tourist visa. He doesn't have an alien card as he is here for less than 90 days. Can he still get a visa without one? I do have an alien card which was issued on 2013.12.20.

Well, he can fly to Japan and apply for one there. Of course you don't have any problem for the application.
