when will be the best time to visit Jiuzhaigou?

I would say the best time to go there is from mid November to mid December. You will be amazed by the most wonderful scenery of the valley in a whole year. Of course, you can go there to visit the frozen waterfalls and white valley during the low season. It's a totally different feeling.
