A baby was born on January 30, 2014 morning in USA. The zodiac is Snake or Horse?

What's the exact time? If it's before 12pm Jan 30th, Beijing time, then the zodiac is snake. Otherwise it's horse.

Shouldn't the zodiac based on where the child was born? 1/30/2014 in USA was the last day of snake?
