It is possible to get one year multiple entry Chinese visa now, but they should provide their previous Chinese visas for application. As I know, Chinese embassy only issue one year multiple visa to those who were issued at least 2 Chinese visas before within past 2 years. I am not sure if you are a travel agency or else, and the purpose of their visit, if visit for tourism, travel itinerary showing needs of multiple entries is required including flight ticket and hotel reservation.
