Filipino passport holders are exempt from Macau visa for 30 days, so you don't need to apply it if your stay is less than 30 days, but you may be required to provide your round-trip air tickets, hotel reservation (or an invitation letter from your friend if he/she will provide accommodation for you), and show money (some says about MOP 5,000, but not sure).

yes, you can fly to Dubai, then you need to provide the air ticket from Macau to Dubai when entering Macau.
