Can an Indonesian visit Shenzhen on Visa on Arrival?

Can an Indonesian people visit Shenzhen on visa on arrival as we dont have time to apply visa at the Chinese embassy in Jakarta.

You can get VOA only if you were issued a Chinese visa before by Chinese embassy/consulate.
