Does Serbian citizens can get Chinese visa in Tokyo ?

Hi,

I am traveling around Asia and as ill be in Tokyo for a week, can i apply for a Chinese tourist V there ? I have reserved round trip flights, invitation letter but just checking as i am Serbian, is it alright ?
