Do most of the hotels knows English? What about taxi drivers?

I wonder whether you are referring to Beijing city. If so, the staff in some big and international hotels know English. For the economy hotels, the staff can just have simple conversations in English. And there is a small part of taxi drivers being able to speak simple English in the city.
