Lost or stuck parcel in China

Hi everyone, I will really appreciate some help. I have purchased something from China, the tracking number is RC071289016CN
As you can see the item was shipped at 15.11.2013 and since 4.12.2013 nothing changes. The parcel is not here, the seller never gave me refund and now he doesn't want to answer my messages. I would love to have my items at least, altough it's late more than 2 months...Please give me some advices?

I can just tell you that your package is moving. The only thing that you can do is waiting for it! Just be patient and it will finally arrive.
