About:Chinese Consulate in New York

Passenger on Princess cruise which stops at Shanghai in May 2014 for about 8 hours.

Ship does not stop at any other Chinese ports. We were born in USA and hold USA passport. Princess has asked me to get expensive Chinese visa for the 8 hours we are in Shanghai. We have never visited China before this upcoming visit.

I don't think it is necessary for such a short stopover in Shanghai. According to the new regulation, you are allowed free transit if the stopover is less than 24 hours. And you can simply apply for a stay permit if you want to visit Shanghai city during the 8 hours. You can confirm this with Chinese consulate if possible.
