Yip of Malaysia: Application for Visa for Singapore PR, holding Malaysia Passport

My son is working in Singapore and holds Singapore PR with Malaysia Passport. My son is being chosen to go to Xi'an to train the people there from 15/2/2014 till 7/3/2014. Does he need the employer's letter to prove that he is going there for work? How much will be the application fee? How long does it take to process? When can he submit his application in Singapore?

Please advise. Thank you.

It is not necessary. He just need to provide his PR and an invitation letter issued by a relevant entity or individual in Xian for application. He can submit his application to CVASC, the regular processing takes 4 working days, and the fee is SGD 90 for a single entry.
