Shanghai to USA, how to choose the shipping method?

How much does it cost to send one box of 21kg or one box of 10kg and another of 11kg to USA???
Also, how much amount RMB/USD is allowed for the US customs to clear it? For example: If I send one box of 15 kg it costs "350 RMB for shipping… But what is the amount/price of merchandise I can send? What is the limit? Someone please help!! Thanks! And do I need price tags on anything? Some of the clothes in there is used because my mom came to China but forgot this stuff here, the rest of the stuff is souvenirs and some brand name stuff she bought here. In total it is about 2,000RMB but I can split it into two boxes and ship to two different addresses in USA.

By SAL (Surface Air Lifted), it costs CNY564.50 for 10kg package and CNY615.60 for 11kg package. By air, it costs CNY1013.50 and CNY1108.50 respectively for 10kg and 11kg.

And I remember you need to write down the price of the goods on a tag when posting it, but cannot remember clearly. I suggest you dial 86-11185 to consult details about all your confusions.
