About:China Private Visit Visa

I have a s2 Chinese visa which is multi entry, it reads effective 9-13-13 must enter by 9-13-14

i know that i can stay in the country for 60 days at a time. I thought that I had paid for a 6 month multi entry one. This reads for a year. Anway, I want to go back in February probably for 60 days will I need a new one?

The validity of your multiple S2 is one year. But you didn't specify its duration of stay. Anyway, you can enter and leave PRC during its validty as you wish.
