i am cambodian. can i apply visa to hk outside cambodia?

I sometime travel so I can not be in Cambodia all the time. I want to apply HK one in Bangkok or Singapore. Is it possible for a Cambodian?

If you just apply for a HK one, I think you can apply for it out of Cambodia. But please remember that the application might take longer time (four to six weeks). You must be sure that you can stay in Singapore or Bangkok for that long. Otherwise, you won't receive it once it is ready.
