About:Apply for China Visa in a Third Country

Can I post my passport back home and have someone apply for a new visa for me?

Would I still need to leave the country? Will the Chinese embassy in England notice that I never exited China?

I don't think that's a good idea. Passport is the only valid document for your identity when you are abroad. I am not sure if you still apply for a new Chinese one. If so, you might seek for an extension first. It's better than sending your passport back home and applying for a new one.
